I’m not an expert in this by any means, but if you have a state national passport then supposedly he can’t detain or question you about statutory violations (victimless crimes, non-violent crimes) such as moving violations. So if you don’t pay the ticket, nothing will likely happen. And I don’t know where you live, but in many places, if you don’t pay the ticket, they just collect it when you renew your license, which you won’t be doing. It seems like he just wrote the ticket hoping you would pay it.
It’s my understanding that in that kind of a situation, you shouldn’t be confrontational or aggressive. Be polite. And don’t go into fear. Sounds like you did all that even if you forgot specific things to say.
